The Data Manager monitors and analyzes FORGE project and participant data to support required reporting to the Administration for Children and Families (ACF) and Office of Family Assistance (OFA) and to advance continuous quality improvement (CQI). Responsibilities include overseeing data collection and entry in nFORM, maintaining data quality and confidentiality, protecting personally identifiable information, and ensuring compliance with applicable privacy requirements. In collaboration with the Healthy Marriage and Responsible Fatherhood (HMRF) grant and CQI team, the Data Manager analyzes program data to assess performance, identify trends and areas for improvement, and support program operations and decision-making.
Essential Functions
- Maintains an active nFORM user account and develops proficiency in using nFORM, including but not limited to analysis using nFORM-produced Performance Progress Reports, query tools, operational reports, and data exports.
- Develops and maintains data collection, monitoring, reporting and security plans and procedures, and ensures that the plan and procedures align with the FORGE nFORM data sharing and user agreement, as well as other applicable security and human subjects’ protection requirements.
- Trains and supervises staff and partners or sub recipients to ensure procedures are implemented as intended by the FORGE project.
- Regularly assesses data quality, including timelines, completeness, and accuracy.
- Analyzes data for semiannual reporting to ACF and for CQI efforts to identify areas for improvement.
- Attends the Grantee Conference as a key staff member.
Minimum Qualifications (Education and Experience)
- Bachelor’s degree, master’s preferred, in an appropriate field, such as math, statistics, operations research, business administration, public administration, public policy, government, economics, accounting, or other field relevant to data analysis.
- At least 2 years of academic, internship, or work-related experience relevant to data analysis and statistical software packages, project management, business analysis, or evaluation of operations of government projects or programs.
- A combination of equivalent education and work experience may be substituted for the above requirements.
Knowledge, Skills, and Abilities
- Strong organizational and decision-making skills; accuracy and attention to detail.
- Advanced understanding of mathematics and descriptive statistics, with experience in data manipulation and quantitative analysis.
- Knowledge of data requirements, documentation, and analysis methods.
- Strong written and verbal communication skills and ability to share findings with technical and nontechnical audiences and respond to inquiries.
- Knowledge of federal, state, and organizational data security requirements and procedures for safeguarding personal identifiable information.
- Ability to comprehend technical materials in tabular or statistical form.
- Ability to work effectively in Microsoft Office, Adobe Acrobat, and other software, including statistical packages, to extract, analyze, and present data.
- Ability to train and supervise others on data collection and security, as well as data extraction, analysis, and presentation of findings.
- Must be able to work a flexible schedule (evenings and weekends).
- Must be able to work independently without supervision and as a team.
- Must have the ability to critically think.

- Must have excellent multitasking skills.
