Pathway, Inc. is a local provider for the Ohio Department of Development, offering energy programs and services to residents across Lucas County. Our staff processes applications for the Home Energy Assistance Program (HEAP) and the Percent of Income Payment Plan (PIPP) that are submitted online or by mail to the State of Ohio. Applications are processed in the order they are received, and we aim to provide a determination letter within 12 weeks.
This service does not require appointments.

During specific crisis periods, we offer appointment-based services for those facing disconnection or needing bulk fuel, in line with Ohio's winter and summer reconnection orders. Please note that emergency assistance can only be provided through an appointment, which we conduct by phone to make it easier for everyone.

We understand that securing an appointment can be stressful for households already facing challenges, such as chronic illness, unemployment, or financial hardship. We hear your concerns and are committed to assisting as many people as possible within our funding limits.
